I'm struggling with the embroidered patch here, believe it to be maybe Navy or Marine Corp. It shows the date 1789 above the shield. Both in this year did we get the President George Washington but also the Constitution of the United States. Hoping someone recognizes this and helps me out.

Very cool piece that I've had for a while.

Approx. Measurements are 3 by 2.5". Never used and still in stiff condition. Brown large wings with arrows in one talon and an olive branch in the other.
